depends on what u want it to do. If reading and resetting codes is all you need, a $60 one from Walmart will work. If you want to adjust fuel maps and dl to your computer, you're looking at $150+.
I've had it a for a while, got mine off eBay. I don't remember what I paid for it, but it was no where near the MSRP price listed on the website above. I don't use it for much, other that to read codes, clear the CEL and check the system out to make sure nothings going to give me grief before any of my vehicles go in for mandatory emissions testing.
I agree with allero on the autoxray 6000 being an all around great scan tool. If you want to go deeper into the systems in the vehicle you could pick up a ngs scanner off of ebay. The only problems with them is they are limited to ford without adapters etc. and they are not updatable over the internet.
I've look at this one too and it's a decent unit. I didn't get it because it doesn't read OBD-I codes. For most people that will never be an issue because they won't be owning a vehicle older than 1996. But with me, there are many people that bring vehicles to me that are older than 1996, so I did need to be able to read OBD-I and the AutoXray 6000 does.
Plus I've got my 94 Mustang GT 5.0 convertible that isn't going anywhere in the near future, except maybe for a weekend cruise through the countryside.

The 1003 wasn't available when I was looking. I debated between the 3130 & the 3140. The 3140 supports OBDI & II, but unlike Alloro, I didn't and don't expect to have a need for OBDI.
