Cleaning a turbo

I had the turbo replaced 3 yrs ago under warranty and now the P2099 code was thrown a month after the 5yr warranty expired...that figures. Took it to the dealer, they say it's the turbo (again) and the "new update" is replacing the center, not the whole thing like before but they want $2k for the job. Can the coking be cleaned off with carb cleaner and a dremel tool and the turbo reinstalled?

Here is a link on how to Turbocharger Reconditioning. I followed these instructions when I did mine.

I purchased this kit and everything you need is in it including the 3-M kit

Any advice would be most helpfull and I'm sure save some time and bloody knuckles.
