if you are going from points to the pertronix, the timing will change.
i don't think it would change enough to cause a "no start" though.
you should get it to pop, even if it doesn't start.
i'm really surprised this conversion is giving you troubles. when i did my boat, the points were "gone" like you could see through them, and the dwell was WAAAY off, but it would run. Did the conversion, and the base timing was off, but it fired right away and would stay running at a high idle long enough to get the base timing set back close. from there i just had to set it and forget it.
interested in hearing what you find out on this one .... my conversion really was that easy. sorry I can't be more help.
