I tried it on mine, and the odometer worked perfectly - for exactly 100 miles...
I got it fixed through a shop that specializes in taxi meter work.

Illegal or not they are very easy to zero. I did the one on my 64 about 11000 miles ago and it still works just fine. Just pay attention when you take it apart and put something down so if you drop a part you can find it.
