So my tailgate won't open. Some sort of bed-liner was installed by a previous owner, and there are some nuts showing above the liner that look like taking them out would be my first step. What will I find underneath and what is likely to have failed?
If you take off those bolts (torx heads) you will remove the access panel to the tailgate handle and the connecting rods to the latches.
When i bought my 99 f250 my tailgate wouldn't latch so I took off those bolts, 10-12 if i remember correctly and lifted up the access panel and found that lifting up on the handle didn't move the connecting rods. Applied some penetrating oil and was good to go. You may have a similar situation. Tough to say.
