Did those items (P0672 Glow plug #2 circuit failure<O P0677 Glow plug #7 circuit failure) can<O stop the engine to start?
Did you have any idea from where is smoke coming, does it indicate for something?
How the compression test can be done?
I'm not sure that two glowplugs can prevent the engine from starting but they can make it smoke and more difficult to start. Your post about diagnostics indicated a "Perform manual compression" so I'd ask if they indeed did that test and what the results were by cylinder. It should be in PSI or KPA. DON"T let them just say they did it but can't show you the results. That would throw up a BIG red flag in my book. A competent tech will have those numbers written down.
As far as the smoke goes, it could be that you have any number of cylinders trying to fire and the smoke is uncombusted diesel fuel. That is very difficult to say without seeing it or knowing the color of the smoke.
Can you say where the truck is being repaired? I see that you are from Saudi Arabia.
