Because the Icon keeps your facotry leafs and ride. Everyone from what I hear says that the Rough Country improves the ride quality.
Given the subjective nature of "ride quality", I'd be somewhat skeptical on that topic. I also can't see paying roughly two times the cost for a leveling kit.

But it's your money..
It is twice as much, but it comes with twice the material. New front leafs, new shocks....plus everything the Icon comes with. I talked to a guy at a local 4wheel shop and he said that a 4 leaf positive arch spring is definately gonna ride better than a 2 leaf negative arched spring.
I didn't go with the Icon kit specifically because my factory leafs were messed up. I do have to say that if I was going to do a bigger lift I would use an ICON kit. They are built very well.

Oh definately. But anything smaller than a 4" doesn't come with front leafs.
I have been looking into a zone offroad leveling kit, it is a mini leaf pack, something to consider,
Looks pretty good...and a good price. But I think if I were going with a mini leaf pack, I would do an Icon since they have the incredible name on their side.
