Here is a video of the surging, its a cell phone clip that's not the best quality, but you can see the boost gauge going up and down with steady acceleration when its surging.

I also will be replacing the IPR this week, well see if that changes anything.

Yeah, sorry I should have updated. I basically wasted money on buying new parts, but I will keep them as spares. It actually turned out that my chip came loose causing it to hesitate. The only reason I think that is because when I pulled the pcm out the chip basically fell out, after reinstalling the chip the hesitation went away. Hope you figure out whats wrong with yours.
