Gas pedal issue/recall

1992 F350 7.3 4wd. When I start the truck and let it idle it runs at around 600-700 rpm (just like it should), but after I press the gas pedal it will hold the idle at 900-1000 rpm (too high). When I shut the truck off the gas pedal pops back up as if its been held down. I think the cruise control (which does not work) has something to do with this, as once the truck is turned off it immediately snaps back to original position, any ideas?

Also I udnerstand there was a recall on this years cruise control. My horn does not work and I believe that is a symptom of the recall, does any have any info on this? thanks

If the truck is cold (first start of the day) when this happens it may be your fast idle solenoid. Once the truck is warmed up it will kick the idle back down to 600-700 rpm. The solenoid isn't strong enough to pull the throttle cable on its own but it is strong enough to hold it in fast idle once you press the go pedal. If this only happens when it is cold and it goes away once it warms up this is normal and it is doing its job.

You may be right as it happened after the truck had been running for ten minutes or so.
