Ford Techs Stumped On This One! HELP!!

Does this concern only happen from park to drive or can it be duplicated in other gear changes such as neutral to drive or reverse to neutral? Does it happen hot/cold? Is there ever any other time when you push the pedal that you get no response?

Mostly happens going from reverse to drive. Occasionally it happens going from park to drive but it doesn't seam as pronounced. Very noticable and irritating from reverse to drive. Hot or cold, anytime. Can't say that there has been any other times that it does this. Got an idea??? Thanks
