If you haven't touch the fuel and oil system now is the time to do so. do the FPR shim b/c your probably losing fuel on the top end. also i bet if you get a scanner on it and look at ICP i bet your dropping pressure there as well.
One thing is for sure though. everyone i have talked to says that Bill doesn't tune aggressive on the bottom end. this helps in various ways on these trucks, one being the turbo may even spool faster with stage 2's and larger b/c its not throwing too much fuel for the turbo.
You probably will only notice a big difference after the turbo lights with Bills tuning.
With my S1's and PHP, my turbo will ease up to 5-10 PSI, then It will just shoot towards 30 in 140 HP mode.
When it hits 15 PSI, it feels like the truck is ready to rape.
But then my Clutch fails. =(
I'ma have to go on a road trip to break in my clutch. 500 miles with no hole shots. =*(
With stage 2's and no HPOP, your probably starving the system of oil big time.
Your FP is probably low enough too that your not getting a good spray with the stage 2's and lack of oil.
Check the fuel Pressure and shim it as needed to get it up 60-70psi.

The way you've described it, your truck sounds normal to me. Bill's tunes do not bring tons of fuel in on the low end. It should drive like a chipped stock truck for the early part of the throttle. This makes for a much nicer daily driver, lower EGT's, not much smoke, less stress on the trubo, etc. But as soon as you get on the throttle it should come up quick and hard with Stage-2. He does a great job of making as much power as the other tuners with a lot less smoke, so comparing smoke before and after will be tough.
Bill's tunes are not drag racing tunes. If you want them (or one, or whatever) to come in hard with lots of fuel as soon as you hit the throttle you'll need to consult him about a custom tune for you because he doesn't tune that way. I'd be happy to reburn your chip with these custom tunes for free if you get something worked out with Bill (he can email me the tunes).
Good to hear from you Jim. Like I said I haven't been able to test it out much but your description with the smoke and rpm range makes sense. I'm sure my truck is doing exactly that. At low RPM's at 140 I need to throttle more (like having oversized tire) at take off but than it'll haul ***. I'm glad to hear your description cuz this is my first diesel and I had no idea what to expect. I think you answered my questions and no need for the custom tunes, this is what I'm looking for.

the FPR is shimed but I will check the fuel pressure again. would duel HPOP take care of the oil issue if that does exist?
A stock 17° HPOP is all you need with Bill's tunes.
Some other tuners jack the required ICP up and then you need more HPOil. But if a stock 17° is all you need and make just as much power, why go more?
But for the price, the Adrenaline is attractive...
I just made a trip and fooled around with the chip some more. Lots of top end power. I have a trip coming up where I'll be towing so I'm anxious to see how it'll do.
