Yes, the ABS light will just stay on. It does'nt hurt, you just have regular braking till part comes in. ABS is not going to work, but it will brake just fine.
When you install the new one the slot in the splash shield is designed so you can thread it through there.
I don't know if I would worry about tapeing this one up and re installing it, I would probibly cut a pice of plastic or something and use it to cover the hole.
