Jeesh back in the 70's I lived in cali for a few months and they could pull you over and give you a ticket with so many days to prove you have had your engine overhauled. My pickup had headers so they would not liscence it. I drove without plates for 2 months until I left cali and came back to the US, and that was in the 70's and they probably have passed some kind of law every day since then.
