I will try and cycle my glow plugs twice or even three times in a bit and see if that does it. If so then we know its fuel....

In your case, almost certainly it is unburnt fuel (go back and take a wiff of the white smoke) or oil going past the rings / valves.

Assuming all your glow plugs are working fine.

My high idle comes on after 2 minutes of idle when it's cold out since 2007 when I got the heat flash.

Mine came on after i got that flash too but i never heard the turbo in and out like it does now...and i never had any smoke at all until now...

Got my flash in 07 and it cycles the turbo after a couple of minutes idling out of gear. I have never heard or felt it while in gear. I wouldn't think that that would be good for safety sake. If I let my truck idle for more than a min. at warm up I go ahead and kick in the hi idle mod.
