Yes it should have places to mount PTO drives.
Bad thing about PTO winches, the winch is not the only part you have to come up with or maintain.

so what would a pto and the pto winch cost
becuse the electric ones run around 500 bucks new if i have my numbers right

Sounds like the price of electric winches have really gone down.
A pto setup will cost you conciderably more than 500.
Another option is a milemarker winch powered off the power steering.

I have a neighbor who uses one of those pieces of junk on a logging truck to pull the log trailer up onto the back of the truck. He's running the 10,000 pound winch and it will barely move the 5,000 pound trailer on the first layer of cable.
