Exactly what it says it does.
There is a relay in the small box next to the power distribution box. The coil of the relay is powered through fuse #5 (backup lamps) when the key is on.
Fuse #18 connects to the contacts on the trailer charge relay. When the key is on, 12V power is sent to the trailer connector to charge the battery in the trailer.
If you're not charging a trailer or camper battery, you don't care if fuse #18 is removed.
