When you change the filter, make sure the old O-ring comes off the center post. Open the drain. It drains out a tube by the front of the passenger side exh manifold -- a short piece of hose going to a catch can makes it much neater. Flush out the bottom of the fuel bowl being careful not to break the heating element down there. Close the drain, put in the new filter, and have someone turn the key to on & make sure the bowl starts to fill. Let if fill to nearly the top, then put the O-ring & lid on. Make sure you put the lid O-ring on in the right orientation (it's counter-intuitive IMHO), tighten it down, and turn the key on for about 20 seconds a couple times to get as much air out of the bowl as you can. Then crank it & enjoy...
