I would guess that your whistle is more likely the cap on the degas bottle, which could be due to blockage in the oil and egr, cooler as others have posted.Still it is strange the symptoms these engines create..

I had this problem on mine 'sometimes'.. My EGR finally blew and I deleted it along with putting in ARP studs.. Upon removing the heads I didn't have any signs that the gaskets were blown.. So I'm thinking it was a leak in the EGR that particular issue. My truck used coolant and I also had heat issues (fan kicking on after stopping at stop light for example)..
Did those two repairs and have not had any issues since. I didnt replace my coolant cap either as I don't have any coolant disappearing anymore..
