Just go to autozone and get $5 worth of vacuum hose. Done.

My friend just had this happen on his F150. The vacuum actuator on the hub got moisture in it and rusted. It was replaced and it worked fine.. Dont know if the super duty axle is the same, maybe?

The GEM controls all of the 4x4 functions. If you think that there is something wrong with this you need to get a Ford scan tool that will put the GEM into self test mode. This will let you know for sure if you need to replace it. Very expensive!!
