That looks just like these, and the plastic tool works fine. I don't know why yours gave you problems, but I don't think the design has changed. I also have pryed the catch loose on these and got them to come off when I didn't have the correct tool. So it can be done, but not recommended.
You just push on that blue tab (in your photo) with your thumb, while slipping the tool up into the fitting, and it pops off.
Let me clarify... I did pry, while using the line tool, as I thought it was needed... That is what got me in trouble... No pry needed with the color tab. It is a U clip, simply pull it out, then the fitting is released.
In other words... I dont need a line tool on mine to properly change the filter, Nor does a Ford Mechanic, if I took it to the dealer.
