E4OD code 628 - TC or solenoid?

1993 F150 4x4 5.0L E4OD 150K miles
I’ve had this truck since new and have changed the trans fluid (including converter) and filter every 30K miles. I don’t tow with it and don’t 4-wheel with it. It’s just a car to me.
Four years ago, I lost overdrive (threw code 628-excessive torque converter clutch slippage) and was able to get things working again by changing all the fluid and filter.
Recently, I started to get an intermittent shudder/bucking just after the 3-4 upshift at 36mph under very light throttle, once the truck warms up. It's at about 1150 rpm. As before, no TCIL light flashing, but it threw code 628 again (no other codes). It would also intermittently “burp” at idle. The last symptom is an intermittent slight hesitation at take off, like something’s not catching for a second.
I changed the fluid/filter and added a quart of TransX, but no change. The pan was clean as ever and the fluid was not burnt. I have checked the TPS, ECT sensor, VSS, EGR sensor, and all are OK. I updated the MLPS about a year ago. The fuel filter, cap, rotor and wires are relatively new, and I’ve recently cleaned the injectors. My speedo works fine, there are no other symptoms. It shifts great.
My research leads me to either the torque converter or TCC solenoid in the solenoid pack. I pulled the solenoid pack plug and it was clean. I repacked it with dielectric grease and plugged it back in. Still have the problem.
My questions are:
-How do I test the TCC solenoid without the special Ford tool? I’m sure it has power, as the trans shifts. But, I’d like to know if I can test the TCC solenoid externally. If so, I’d think I need a schematic of the plug.
-What are the chances the solenoid is bad versus the TC being worn out? I believe the trans is OK, as it shifts just fine. The solenoid and TC cost about the same money, but the solenoid pack is much easier to install.
I was just about to put the truck on the market when this started. I don’t want to try to sell it this way, but I’m also not dumping a $2500 trans into a ~$4000 truck. I’ll spend $200 on a TC or solenoid pack, if that’ll fix it. Any input is appreciated.

Update to original post...
I still haven't done anything, but notice that intermittent idle "burp" happens more often and stronger when A/C is on. Also, I get the intermittent shudder when I have O/D off, just not as often and not as strong.
Anybody with any ideas, please chime in.

The solenoid can be checked with any ohm meter. All you are looking for is resistance across the solenoid's coil. I forget the exact reading, I think it is about 10-20 ohms. If it's bad it usually become infinite resistance, i.e., an open circuit. I don't have a wiring diagram handy to be able to tell you which pins it uses.

Most likely it's the torque converter. There was a problem with E4OD torque converters cracking the piston that applies the torque converter clutch. That reduces the pressure that's applying the clutch, and it starts to slip.

My 1993 Ford F150 will not fire. I have replaced The ICM, The Coil, and the Distributor. Does anyone have a wiring Schematic for this thing. I'm an old IBM Electronics guy. this would help. Any, other wonderful words of advice would be appreceiated.
Thanks!

Did you read the response to your previous post? Writing a post asking where the inertia switch is in this forum is like asking how to repair a DASD device in the keypunch forum. You're not going to get much help. Post this inquiry in the forum for your '93 truck.
