Yes, the intake manifold is red. The guy said it had a LT4 conversion kit. I got the car for1500 which was all that I have saved up so no money for tires. (or to cut my hair anywhere)

If it doesn't pull and the wheel just kinda sits crooked, then it shouldn't eat tires. If it pulls to either side, then something is wrong and it will eat tires unless it's corrected.
If it was my $1500 car, tracked true, and was not eating tires I would be inclined to make sure the tires were pointing straight ahead, remove the steering wheel, and replace it where I wanted it.
On the newer cars this can be a hassle because of the cheaper metal the steering wheels are made of where the pulling screws go. Older style GMs where the puller screws onto the center post and you push down on the plate to release the clip were pretty easy, don't know about the newer ones.
This could be something as simple as some moron took the wheel off to make a repair in the column and just didn't put it back on straight. I'd still have the front end checked for safety sakes.
