Get the book at http://www.atsgmiami.com/ Cost about $25 or so. Also have an 'updated and improved parts & modifications' book listing improved parts and mods... JCWhitney sells the book too.
Governor is in the tail housing on the output shaft. Would have to remove the tail housing to get to it. It then unbolts to disassemble & clean.

[updated:LAST EDITED ON 30-Dec-02 AT 10:12 AM (EST)]governor would just be first. Though governor is probably sticking a little at this age. You can pull it out and polish it. I certainly recommend everyone getting an ATSG manual for this transmission. Manual only $16 at bulkpart.com and the upgrade book is the same price but not really needed. Modulator is only $12 and SPX filter $10 there too. Shipping charge stays at $7.50. If you get adventurous you ought to do the low/reverse servo upgrade. Some say the easiest way to the modulator is through the carpet.
