Some ideas.
Check throttle cable at the pedal and at butterfly valve (Lube if needed), throttle return spring (missing or spring rusted together), Butterfly valve rotation (lube), crap buildup on the butterfly valve (remove blk air intake tube, throttle cleaner, rag and toothbrush)
