Cold start will not move

My truck has done that since I bought it. New ICP is on the way thanks to Ed, (best price and FTE member) but not to fix the no throttle. My ICP is leaking bad. I always thought it was the cpu waiting to get a certain temp reading from one of the sensors. Worse when it's colder. That's what made me think that.

A little history of the problem. Mine has always had the lag at first start but would very quickly go away. It almost seemed like the turbo just needed to build a little pressure or let a little air flow. As the years and miles (238k) passed by it was getting much worse as in longer and longer to finally react to the pedal. I was also developing a bigger and bigger oil leak in the valley. I figured that I had a bad pedestal o ring or something like that. I also had a leak at the uppipes. Finally all this bothered me so much that I decided to fix the leaks (oil and exaust). Upon removal of the boots that attach to the intake plenums it became evident that the oil was leaking from the very loose boots. I still didn't think this was the lag issue on a cold start. I reassembled the turbo with the new uppipe and new boots on the plenums still doubting this was the cold cure. Alas!!! the lag is GONE at cold start. The truck runs like new. I never noticed the gradual decline in performance but it is soooo much nicer. Moral is if you have this problem you might want to check those boots. Just try tightening them, mine were really loose.
