When it gets cold like this, when the fast idle kicks in, it sounds like my exhaust is forcing out a lot of air. I was told this is called a warm up valve. Is there a more technical name for it? Is it alright to drive while this valve is open or wait till the truck warms up and that shuts off?
It's the EBPV (Exhaust Back Pressure Valve) and its function is to help warm-up. Sounds like a jet engine a bit, right? It's working properly then. Search EBPV or EBP on this forum and you'll find lots more info if you want it.
When you get in the truck and step on the brake, it should turn off. Meaning the valve should open, and the idle go down.
Touching any pedal is supposed to deactivate it. The real fun comes when it starts shutting while you drive down the road, making all kinds of nice racket and causing your truck to act all weird. I vote to unplug the dang thing. Wire it onto a switch if you want to be able to close it for warm-ups, but it really doesn't help much.

When i step on the brake, the high idle shuts off but when i go to drive it still sounds like a jet engine. Loud as could be.

Yeah you're exactly right, the trucks acts real weird. Almost like it doesn't want to go. When i hit the pedal, it's like it opens and runs fine but when i let off the pedal or lighten up on itm it closes and gets loud again.

When the valve closes it almost closes the exhaust off completely, that's why you have very little power. Unplug it!
Right above the blue dot in the pic you can see the solenoid for the EBPV (unplugged in pic)- flip the wire lock tab up and pull the connector out and no more annoying EBPV.
When I wired my EBPV/ brake in I also wired it so the ECU controls it or I control it. It turns on and off normaly but I can also turn it off completly if I want witch making it nice so the stuped thing doesn't turn on when driving.

I second that request! I would like to hook mine up like this also, please advise how you wired it.

I did what Dan did but I also added another switch on the switched power line. That lets me turn off the use of the EBPV/Brake. It just kills power to the switch letting you turn on or off the ECU's use of the EBPV. When the idle kicks up the EBPV will not close inless you hit the switch. Hiting the switch again will turn it off not sending the signal from the ECU to reach the EBPV. The only thing, when wiring the switch in to the hot wire not letting the power to the switch, you must switch your in dash swich to the on witch in end blocks the signal from the ECU to the EBPV. I hid the hot power switch under the fuse panel. Its a pain in the but, but I don't tow in the winter to need the EBPV/Brake so I just turn it off completly and use the switch to have control over the ECU's use of the EBPV.
I am no good at explaning things so I hope this helps alittle.
