Thanx guys for all the input. I will have to attack this problem this weekend as lying in the snow covered gravel drive is less appealing when it is dark and 24 degrees.
Oh, quit being such a baby You should also pull the lower fuel filter out and have a look at it. Whatever is blocking the drain may be clogging it up too.
Quick update. Put new fuel and Stanedyne (sp) and light has remained off for the past twenty or so miles. Temps in the Teens now. As long as the WIF light stays off I will wait until the temps warm up more. Does anyone know the size of the O ring on the IH modified plug??

If you keep using it you won't have to drain the water for years. Its been over two years since I have drained mine.

Well I took off the Dealer modded valve after trying to heat up the valve to see if it was an icing issue. Just got a steady drip..drip.. well you get the picture. So I pulled the valve and 2-3 cups of diesel and sediment came out. There was some fine sediment and then some grainy and linear type of sediment too. This must have been blocking the petcock. So, new plug in and I'm a happy camper once more. I will try to post pics of the dealer modded valve. It shows corrosion on the bottom half of the inlet portion, I imagine it is the amount that doesnt drain off due to the drain port being 1/8 to 3/16 higher with the petcock configuration as oppossed to pulling the entire plug.
