service engine soon light code PO125

my buddy's service engin soon light comes on about every 400 miles. the code reader says "insufficient coolant temp for closed loop fuel control". what does this mean? what needs to be done to fix it?

normally means the thermostat is bad, or a 170 degree unit was installed. engine is not properly warmup up according to the computer.
