Sorry I forgot to tell the year. Its a 2002 Ranger XLT. So far I have switched blubs and sockets. Right to left and did not make a difference. Tail light and backup light both work.

I would suspect loose wiring in the steering column, or a bad turnsignal switch. Try tilting the column up or down and see if it aggravates the problem. The turnsignal wiring and the brake signal wiring both go through the turnsignal switch. Ford calls it a multi-function switch.
Yep that was it a loose wire in the steering column. looked like when they made the harness they forgot to crimp the one connecter. Thanks to all who help solve this problem.
