I never saw a van with 7 lugs, but maybe they are out there. The light duty F250 had them. It was because the wheels were higher load capacity than the F150, but lower capacity than the "real" F250. Ford didn't want someone to put F150 wheels on the LDF250, nor put the LDF250 wheels on the "real" F250. Seven lugs on the LDF250 solved both of those problems.

A lot of OBS's have OEM snap-on plastic hub caps that had 7 lugs, but pop it off and there were 8 underneath. I'll bet that's what you saw, I've never seen an OBS F250 with 7 lugs.

i think part of the issue with the 7 lug hubcaps is aftermarket versus factory. i think the aftermarkets put 7 lug look a like to stay way from hassle with Ford over rights to the product
