Passenger window will go down but does not always want to go up. Both drivers/passenger switch will work in down position but not up. After hitting switch several times it will work. I am not an electrical guru so any input would help.
Remove the door panel and clean the contacts on the window motor connector and make sure it is tight. Most likely moisture has gotten in there thru the lower window seal. Pretty common on an older vehicle. If that doesn't work you could remove the motor, open it up and clean the contacts and stator inside the motor... if that doesn't work replace the motor while you have it out :-)
This is for my 2005, but should be similar to your 99.

Removal and Installation
1 Remove the window switch.
2 Remove the front door trim panel and watershield.
3 Tape the window in the full up position. (see pic)
4 Disconnect the window motor electrical connector. (see pic)
5 NOTE: Support the window motor while removing the window motor retaining screws. Remove the window motor screws and remove the motor.(see pic)
