ALSO RUBBER HOSE COMING OFF TURBO WILL NOT STAY ON UNDER HEAVY THROTLE OR MID THROTLE
DOES ANY HAVE ANY SUGESTIONS ?

THe oil residue most likely comes from crankcase ventilation that connects to air intake pre turbo. It is normal. As far as the tubing coming off during heavy throttle, I believe they have some better clamps available.
Also may want to get your boost levels checked out, over boosting is sometimes the culprit in blowing the tubes off which also leads to lifting the heads.
I got a tuner and never had the problem of blow off. Do what RBAKER6336 above said for you to do first, clean them.. Maybe your boots need to be replaced. If you wash your engine alot the stock boots can get brittle. Just a thought.
I had a 6.0 in an Excursion. I blew the intercooler hose off several times, took it to a dealer in Virginia,(on our way back from Florida) and it runs in my mind that something was wrong with the turbo that caused too much boost. I think those have variable vanes in them? Can't remember for sure tho.' I know they did a lot of warranty work on it to get us back on the road.
The intake hose clamps rarely get tightened to spec. Its 11 ft-lbs and much tighter than you would think doing it by hand. I stopped at 9 ft-lbs for the ones on the intercooler because it clamps on plastic and I was getting nervous. I used our 3/8" in-lbs torque wrench, so its 108 in-lbs.
