02' Explorer - Cannot program 2 keyless remotes, only one?

I followed the steps exactly in the manual, 8 key on's, wait for lock/unlock and press any button on remote until you hear the lock unlock again, then turn back to (1) position on ign s/w. It sure works for the one, but when you do the other remote, it does nothing and then neither work unless you pull the battery for 15 minutes (on car not on remote). Either remote will program, but only one can work at a given time. Why is this? Do they need done at the dealer with a special tool?

Sounds like you may have the instructions a bit wrong. When you get to the first button push on the first remote, you do NOT turn back the key....you just do the two remotes right in a row. Press one button on one remote, locks click; press one button on second remote, locks click, and you're done. I have three remotes programmed for my van, three for my Mazda (which uses a different bunch of steps, and they are kind of stupid, but not worth paying the dealer $75 for.)

Your directions is actually how I did it the first time around. I pressed the button on my first remote and it locked/unlocked and when I did the second remote absolutly nothing happened. However when I turned the key back to (1) position I did not hear it lock and unlock to confirm you are exiting the program mode. Neither remote worked at that point, nor could I repaet the steps to get either to work. Pulling the neg terminal to reset is the only way to retry it. The only way I get it to work is to program only one, and when I turn the key back to (1) it will lock/unlock to indicate you are exiting.

Strange...it worked fine for me and my van....here's a cut and paste of the instructions I had just in case you didn't get the steps exactly right...the "repeated" step 2 is simply pushing the button on a remote...my first guess was that one of your transmitters was bad, but if either will program, but not both, seems like they should both be working...good luck...is it possible that one of the buttons is not working on one of the transmitters or something like that?:

To program the transmitters yourself:
  1. Insert a key in the ignition and turn from 3(Off) to 4(On) eight times in rapid succession (within 10 seconds) with the eighth turn ending in the 4(On) position.
  2. The doors will lock/unlock to confirm that programming mode has been entered.
  3. Within 20 seconds, program a remote transmitter by pressing any button on a transmitter. The doors will lock/unlock to confirm that the remote transmitter has been programmed. (If more than 20 seconds pass before pressing a remote transmitter button, the programming mode will exit and the procedure will have to be repeated.)
  4. Repeat the previous step to program additional remote transmitters. The doors will lock/unlock to confirm that each remote transmitter has been programmed.
  5. When you have completed programming the remote transmitters, turn the ignition to 3(Off) or wait 20 seconds. Again the doors will lock/unlock to confirm programming has been completed.

i believe the computer can only store a fixed number of remote codes? maybe its full? im not sure how to erase the original numbers. i thought what you were doing would reset to zero and just enter the new number of codes.. should have worked.

When you do the key turn 8 times ending in on position then push any button on #1 remote then #2 remote this will program these 2 remotes and wipe out any other remotes. If this does not work I suspect you have a dead battery in one remote, one is faulty, or of the type as ford has many diff types and styles. Is it always the same one that will not programm????????Good luck

Yup, when you put the vehicle into program mode, all prior remote codes are gone. I think Fords allow up to 4 remotes to be programmed (I have three going for my van).

I can program either, just not both at the same time.

Y'know, It occurs to me... I think you aren't ever programming the
remotes - it's the vehicle that gets programmed to recognize remotes.
