Yes, that is from your ccv, it lets your crank case vent go into your turbo and it comes out of your boots like air with oil mixed in. Take all of them off and clean them, then put them back on. Tighten them up, but not so much that you bend the IC tubes. You can do a search on ccv and you will know what to do to prevent the oily boots.

Soot around your boots? You mean oily dirt? That's because the of the stock CCV. Do the CCV mod, clean them up with some Simple Green, and you should be good to go.
