No it's not true. You're going to be restricted to the flow of the smallest diameter pipe in the system. It is really a simple plumbing situation. Even if you had something to ridiculous to even consider like 5" exhaust valves or intake valves the 3 5/8" exit at the turbo is going to slow it all down to that. I've played all of these games in my 65 years of living. It's like arguing about what freeze's faster hot water or cold water. If someone were to offer an after market exhaust system of the exact same size as the turbo outlet it would flow just as much as a 5 foot diameter pipe, because it all has to go through the size of the turbo outlet before it gets in pipe. Getting rid of the cat and the muffler are the biggest changes you're making when you go to 4 or 5" exhaust.
