Did you use stock GPR? or upgraded? also How are condition of Batts? Cables? How cold is it getting there? Here in NH (ambient around 20 or colder) I wait 30sec-1min after the WTS light to go out, gives the GP's more time to do their thing
but mine runns like it has a cam from hell when you start it plus tons of white smoke

Ditch the lucas!! its too thick! our injectors are fired by high pressure oil. your block heater will help as well. Changing to straight 15w40 diesel oil may help. 5W40 will help.
Lucas has been know, dare I say proven, to not be good for the powerstrokes. I think you need to verify your GP relay and GP's. make sure you have full power getting to the glow plugs. if they are working as they should plug the block heater in. If it starts good you need to change you oil.
