Rep points are given via that little scale icon in upper right corner of each post. How many points are given are based on who the giver is--how many rep points he or she has and/or post count or something like that. Why the giver gives is up to the giver, and may or may not be reflected in the comment they leave.
BTW, I'd say probably 3/4 of the points I've gotten have been for funny comments and for pro-2nd amendment statements in ClubFTE.
Do you see that little scale icon in the upper right of the box this post is in?
By clicking on that you can rate someone's post as helpful or unsuitable. By clicking on the exclamation point you can call immediate attention to a moderator.
So if someone's concise and helpful you can give them a 'bonus' if they're rude or 'flaming' or worse you can rate them too!
Does this help?
I'm really a n00b here so I'm still keeping out of all that, for now.....

I've always wondered what that icon for the rep point was. It looked like a street lamp or something to me. Rep points are great. Makes people feel like the time they took to type out a good reply was well worth it.
"Generally, negative points aren't given out unless something is REALLY bad."
I've seen some jousting on this board, good natured and otherwise, but I'd imagine if you violated the sex, politics, vulgarity rule you'd be -blanked- and told so by an admin. Or the thread terminated/ removed.
This is covered in the FAQ's. Look at the blue bar above the top of the thread.
