You can only see how many rep points YOU yourself have. The only rough indication of how many someone else has is by looking at how many green boxes they have.

Next to my post count there are little green squares. The more squares you have means the more good reputation you have.
The point of the reputation system is for people who know their stuff to build up rep so that other users (namely new ones) know if this guy REALLY knows that he's talking about or if he's just acting like it (like me )
If you click on "members list" at the top of this page, then click on the "reputation" column at the page you get to next, it will list all members in order of their rep points.
Also, the amount of rep you give someone is based on the amount of rep you yourself have. So, if I rep someone, it gets them a couple points (maybe 2-3), but if FTE Ken reps someone (former owner of the site, now admin), they get 50-something points. For the first few green boxes, it's 100 points per box, after about 700 rep points, it's 150 points per box.

Is what you'll see if you have not given at least 10 other folks rep before giving the person you originally repped & want to rep again.
I believe that is number it was changed to recently. So if you want to rep someone often like Bill K, you've got to learn to touch-up others often for different reasons than straight tech.

Stay away from the neg rep button. Its kind'a like the nuclear option. It may seem like the right thing at the time, but will more than likely come back to haunt you.
