Yes, even the 4.0's. On some of them, the throttle cable was not adjusted properly or would even stretch a little. This would cause you not to have full throttle; even when pressing the pedal to the floor.
What some would do it see where the butterfly was when the pedal was pressed to the floor. If it did not open all the way, you could pull the slack from the cable at the pedal and put 1 or 2 zip ties around the cable at the mounting plate to tighten it up and correct it.
