Unless it is cold where you live, you should not have to cycle the plugs more than once. It sounds like you have some glow plug issues going on and possibly a fueling problem. If you fuel is low that might account for the level of the truck affecting starting, but only if you are very low. How is you oil level?? Give a little more info on you truck.
In his profile it says 2002, F-350, I have never had a problem starting my truck even when it's really cold, I did once last winter cycle the plugs twice, when it was like -25*F, but other than that never.
It's an 02 f350 110,000. My first diesel, so I'm picking up as much info as I can.
At first I thought it was the gas level, it did it on a real low tank. The next time the tank was full.
It has taken a bit to notice since I usually park facing uphill.

I didn't think of going to the glow plugs for the cause. The fist time it happened it was around 50 in the morning. The next time it happened it was 32.
I called a shop and was told the glow plug relay goes out around 75,000 on the 7.3 engine. If not at 75,000 within the next 30,000 miles.
The next time it sets over night and you have time to check a few things. Pull the plug out of the top of the HPOP and make sure the oil is not draining down. Should be within 3/4 inch below top. That shouldn't matter about facing up or down.
Have your batteries checked, low battery voltage could cause the hard starting issues, but again shouldn't matter which way your facing. How much slope are you talking about?
That is not enough slope to make a differance with anything I can think of. Even your fuel tank would have to be almost empty for that to matter. Are you sure it really matters which way your facing? Do you know where and how to check the oil level in the HPOP? Not trying to be smart, but I didn't know at first.
Also notice what color the smoke is when it cranks and pay attention to how much and how long. That may help know what is going on. One more question, does you WTS (wait to start) light cycle on when key is turned on?
