Ok so the title isn't completely true. It starts. But when it's cold it takes a couple tries. When I say cold I mean Cali cold. Like low 40s. BUT when I have her facing downhill she will start up every time on the first try. What could be causing this?
That's right you had ICP issues last week?
Welcome to the club of the early build weak a$$ HPOP's.
It likely starts easier facing downhill because your not draining the pump and losing your seal/prime.
Only way to know for sure is an air test, but my money is on the pump.

Yourself? $1000 or under with stock pump. A shop will charge mucho dineros with labor and mark up thrown in.
Go with a good pump, Adrenaline would be my choice(with I had looking back), but they are over a grand for sure last time I checked EDIT...........still at a grand. I think the OEM is around $700.
It's not that bad a job, but will take some time for the DIYer
