flywheel

are the 390 and 360 flywheels the same?

I have been told that i can use a 390 flywheel on the 460 i am swaping into my bronco, but all i seem to find are 360 flywheels

360 & 390 are the same, but your 460 I think is different.

The 390 flywheel might fit a 460, but I'd bet the 460 used an imbalanced flywheel. The 360/390 wheel is neutral balanced

the 460 up to 1978 were internal balance, and 79 up were external balance.

by neutral balance does that mean that they werent balanced?

neutral balance means each part is balanced.

Neutral balance means that that part will spin by itself and have no vibration. An unbalanced part will have to be fitted to another part to spin without vibrating, in this case the 460 (1979 and later) crank, vibration damper and flywheel need to be together to have neutral balance. In the FE series the 428s were external balance, the crank needed the flywheel to be neutral balanced. The rest of the FE engines 352, 360, 390, 410 and 427 did not need the flywheel to reach neutral balance.
