The regulator is in place for those pushing higher boost pressures. Some trucks when boosting over 25-30 PSI start to defuel. This is different from the Superduties defueling as that is a function of the PCM. our defueling is from a Sensor that has no output reading for that high of boost so the signal gets scrambled. I have installed my regulator and set it for 24 PSI. here is a pic of it

The other mod of moving the hose helps mainly when and Intercooler is installed. The intercooler creates boost lag from the extra volume to be filled. but moving the MAP hose to the turbo outlet lets the PCM see boost faster therefore fueling faster. I learned about this mod and the one above over at TDS and did them and saw nice improvements which I reported here.
There are also other MAP sensor mods of the past that involved electronics but I am not familiar with them and they are not used any more that I know of.
BTW Joe nice job with the valve stem idea. Nice easy and clean way to make it work! Valve stems have many more uses other than tires. This was one of my creation for checking fuel pressure on a superduty
