i need help interpreting codes please

i have some problems with my 1993 ford f150 4.9L automatic with 254,000 miles. hard starts, engine turns over and cranks after the 3rd or 4th key turn. Idles wells but has started to sputter and pop in idle. It will not go past 20 mph when driving down the road. Alot of hesitation, sputtering!

I changed the plugs and fuel filter. I do not know what I am doing under the hood but I am learning.

So i decided to pull the codes KOER:

Here is what i got I need help interpreting:

l-l-lllll-lllll-lll-lllllll-lllll-ll-llllll-lllll-ll-ll-l-l-lllll-llll-lll-lllllll-llll-lll-llllll-lllll-lll-ll

This is what i got with pauses and instant flickering.

Again I do not know what I am doing so if this does not make sense Im sorry!

Does sound like a fuel problem.
Do you have two tanks?
If so does it do it on both tanks?

thanks I will investigate and see what I come up with.

Does all garble look like it makes sense? Each code is separated by a 4 second pause right? Will most of them be 2 digit or some also 3 digit codes?

Yeah I have dual tanks, the rear tank does not work and has not worked for about the last 4 years or so. Although lately it does want to run on that tank for a few minutes and then wants to die. The gauge does not work either.

The front tank has worked fine since but the gauge does not work on it either.

When in RUN is that rear fuel pump supposed to prime like the front tank?

What do you suggest I do to narrow down the problems. How can I check the fuel pressure?

Yes, it will run for one second and stop.

Rent a gauge (or buy) from an auto parts store.
Hook it to the fuel manifold (rail) at valve that looks like a tire valve.
It is called the "Fuel Pressure Relief Valve" in the diagram.
Ground pin #6 of the test (DLC - Data Link) connector and turn the key to run without starting the engine.
Pin #6 is the circuit 926 LB/O in the diagram.
Read the gauge it should read 55 to 60 psi.
