No its not related to the TPS code you have. its more than likely the exhaust backpressure sensor is bad or the tube to the manifold is clogged. This really doesn't matter unless your exhuast backpressure valve, which is located in the turbo outlet to the exhaust system, is closing when it should not causing no power and jet like noise from the exhuast.
this valve is a butterfly valve that is designed to provide faster warm up's in cold weather. it doesn't work well and malfunctions of can be annoying and dangerous (like when you need to pull out in front of someone and your truck falls flat on its face!)
so as long as that valve is not closing I would ignore the code. or you can check that tube which rusts out most of the time and make sure its clear and if it is replace the sensor.
