Yes, if the starter is loose or otherwise not making a good connection, or the ground at the engine is bad, the starter won't work.
Sorry for the confusion.
Finally got some time to pull the starter off, and as I did a metal ring fell out with it.it looks somewhat like a beefy snap ring without the gripping holes. Looking deeper the ring seems to look like she broke off the end of the slider shaft. I used jumper cables to see if the starter worked and it was very weak. What could have caused this, or could this be a common prob? It just seems like an odd area to break.
Ok, So I get a new starter, Put it in everything goes smooth. UNTIlL I try to turn it over. CLUNK. same thing. Engine locks up against the starter, . I pulled the starter off and engine turns freely. Looking at the new starter it looks like the flywheel is catching against the "mouth" of where the starter drive gear, it has some scuffs on it. Do I have the wrong starter, they were identical... The one that I took out of it was in there since I bought it in oct 06 and I drove it all the time with no problems, so I know that has to be the right one....
I can't remember, did you swap transmissions? Automatic and manual starters are different and won't interchange. There is a difference in the length of the nose that goes into the bellhousing. I don't have the measurements right now, but I could find them this weekend.
I got the right starter, there is a difference in the car and truck 351 starters, about an 1/16 of an inch of metal in the opening where the drive gear is. My 351 came out of a car it seems.
I think the Econoline was the only vehicle in the Ford line to get the Windsor in 79. The cars and the pickups used the 351M, which may be the difference in starters.
