I did mine the old fashion way, screwdriver, small twizzers and lots of luck to remove those plastic pins, and if you brake them, no big deal I got a bunch
at Autozone for $3, but be very ,very careful with the one line coming from the tank it has a different locking pin, that you must push it in to unluck it, if you brake it, there's none available, you can make your own somehow, or go to the wrecking yard, the dealer wont sell the freaking plastic lock for the tank to filter line. They told me I need to buy the whole fuel line for the wonderful price of only $250 bucks!!!!
Every fuel filter I've bought for my truck has come with replacement clips. I grab both plastic clips with pliars, pull 'til they pop out or break, remove line to engine...let it drain. Remove line to tank, remove filter. Replace filter, lines, clips, and then the box that holds it in place.
Depressurize the system by disconnecting the inertia switch under the carpet at the front of the passenger footwell, then cranking the engine for 10 seconds.

Sound about right, I don't know what year is your Ranger but the fuel filter 4 my my 2000 didn't come with clips, older Ranger do.
BTW, don't need to crank the engine, just turn the ignition on-off a few times
you have an electric pump not a mechanical one.
P.S. For some strange reason, different year Rangers use different fuel line connectors. On the newer Rangers, I believe the connectors are color-coded and can be released without a tool. Late '90's and early '00s Rangers require the tool. In years earlier than that, I believe the more conventional white clips are used (the ones you'll find on most Fords).

The tool to remove the clips didn't work on my 03. The lines fit so close to the connections on the filter there is no clearance to fit it in. If I remember correctly I pushed the line toward the filter and used a screwdriver to press in the large end of the clip which released it.
I changed the filter on my 04 a few weeks ago and used the tool to remove the connections. IIRC, I had to use both of the sizes on the tool. Only took about 2 minutes to change the filter.
