You sure do - that's nearly identical to my dual filter setup, and it is not factory but someone's home-built jobbie. The big filter is your primary, and the smaller is the secondary, if they did it like me they are going for a two-step filtration with a water separation on the primary side. Works great by the way, at least for me.
And I would agree with that bet, as that's just what I'd have done if I had a firewall-mount water separator - in my case however I just wanted the two-stage filtration (12-micron primary, 6-micron secondary) as the 7.3 engines already have a good water separator.

That filter on the right is an aftermarket unit, the 7.3 factory-style filter is not as tall and the filter head is different (still has the drain on the bottom tho).

Is water still an issue with modern Diesel fuel? I ran two small diesel vans back in the UK and never had problems with water in fuel.
not as bad as it used to be, but it depends also on the weather in your area i believe. heavier the humidity in the air the worse it is. on my dads old 6.0 he would drain the water trap every couple months
Actually the worst time is when you have large temp swings from night to day.
That causes condensation in storage tanks and transport vehicles before it even reaches the station where you buy the fuel.
The best you can do is keep your tank full during the spring and fall when you normally see the big temp swings, but that does nothing about what may have condensed while in the supply chain.
Given how much an IP costs, a water seperator is cheap insurance.
A dose of water setting in the IP for a week you happened not to drive your truck could make the IP a rusty piece of expensive junk.
Yes the fuel supply chain is better than it used to be, but there is always that one time you have to buy fuel at some weird station.
And that dose of water you wind up with at that weird station could cause your engine to stall in a very bad place or cost you an expensive IP and tow.
Since you already have the extra filter header, I would just stay with what you have.
The second filter should last two or three times as long as normal because of the double filter setup.
