I would like to know this myself but am hoping for opposite results then you. Kinda hard to find turbo upgrades on an early 99 for reasonable amount of dough.
Yes it is possible that it will work. It is somewhat of a "downgrade", however because it has the smaller compressor it will be less efficient than a stock turbo's compressor housing. But for $100 including the pedestal you can try it. It will look really funny.
But for DPwilson that is a good upgrade, you won't have to change anything around.

I would think you would be able to use the compressor housing and backplate from the newer turbo without any problems. I doubt the center section design changed at all.
Oh for that, you mean. Pull the 5 bolts holding the compressor housing on. Using a 5/8 socket and holding the turbine end nub firmly with a vise grip pliers, remove the compressor wheel. Then there are 4 bolts behind that, same as the compressor housing bolts. Then the backplate just wiggles off and there is a X shaped seal. want pictures?
