IATA DGR SPA3 is the regulkation that exempts oil samples for analysis.
It stands for: International Air Transport Authority Dangerous Goods Regulation SP A3
Flammable goods (liquids) are hydrocarbons with a flash pioint below 63 degrees celcius, and that engine sump oil samples are exempt under SP A3 becuase they have a flash point > than 120 degrees celcius!
Apparently the postal employees are trained to refuse All oil - unless the sender knows all the appropriate rules and regs and specifies the flashpoints etc etc..

I am a hazmat coordinator in the Coast Guard and we run into this problem all the time for sending out our oil samples from the ships. Flywest has the answer. The key is to know the flashpoint. Oil samples are not hazardous unless it is in large quantity. I am supprised your oil sample company didnt go into that in there paperwork. I guess you can't expect all postmasters to have a brain.
The product being sent in our oil sample container is new or used lubricating oil. It is not hazardous, flammable, or toxic. The average flashpoint of used engine oil is 380°F. Used transmission fluid or lube oil has an average flashpoint of 340°F. The minimum flashpoint for all oils we receive is 250°F. The postal regulations for Hazardous Material (DMM 601.10.6) indicate that:
"For air or surface transportation without restriction, if the flashpoint is above 200°F (93°C). Mailable combustible liquids must be properly and securely packaged to prevent leakage."

Went back to the PO and took the Blackstone Laboratories letter (Many thanks indeed for the link) as well as the data from the Postal packaging people about flashpoints and the exemption etc!
They did accept the parcel - actually it was the same gal as refused it the day before!
Yesterday she wore a name badge that read Sky - today she had a name badge that read Leanne! Struth - they swap name badges each day so no one can write official complaints! :Rollseyes: Anyways - she biatched and argued and finally gave in and posted it when presented with more info then she knew how to dispute!

Congratulations on getting it out. It would be easy if you had them email you a copy of the analysis back, that way you won't have to wait as long. Just wait for that huge eating grin that you will get once you open it and find out the excellent results
I only had a problem trying to mail my first one. I came back home and looked up and printed out the rules on the USPS websight. When I went back in a couple of days, I dazzled them with more facts than the postal workers could comprehend. They still ask me the questions when I go in but they don't hesitate to take my samples.
